Construction company in Lisbon
In Lisbon you will rarely build from scratch. Most projects start with an existing building, and the rules for it decide what is possible and which tax benefits you might get.

Building in Lisbon
Lisbon is the most expensive municipality in Portugal, and land is scarce. If you are looking for a construction company in Lisbon, your project is more likely a renovation or an extension than a new villa. See renovation and extension.
Before buying a property to renovate, check whether it sits in a rehabilitation area and whether any heritage rules apply.

What is specific to Lisbon
- The city plan
- The PDM in force was approved in July 2012. Where a detailed or urbanisation plan exists, that plan prevails over the PDM.
- Rehabilitation area
- On 28 October 2026 the council approved a wider rehabilitation area, due to apply from 1 January 2027 if the Municipal Assembly agrees. Being inside can open tax benefits, though they are not automatic.
- Permits and tiles
- Works on listed buildings and in protection zones need a full permit, as can works that remove façade tiles. Requests go through Loja Lisboa Online.
- Prices
- The median sale price was €5,299 per m² in Q2 2026 (INE, reported by ECO). That is what homes sell for, not what building costs.
Common questions
Can I build a new house in Lisbon?
Sometimes, but there is little land. Check the plan for the exact address, or ask the council for a prior information decision.
Do I get tax benefits for renovating?
Possibly, if the property is in the rehabilitation area and meets the legal conditions. Ask an accountant.
