Santander gives an average 2025 price, land extra. Habitissimo describes a turnkey house without saying what is included. AC Arquitetos excludes land and design, as a 2025 estimate. Try the calculator.
Costs are moving
New housing construction costs rose 7.5% in the year to August 2026, with labour up 8.0% and materials 7.1% (INE, reported by Economia & Finanças). Budget for that if your build is a year or more away.
By region
We found no official build cost by municipality. Habitissimo quotes €1,500 to €1,800 per m² in Lisbon and €1,400 to €1,800 in Porto. Land is what really varies: Santander mentions about €25 per m² inland and €400 to €1,500 on the coast, without giving a year.
What is usually left out
- The land, plus purchase taxes.
- Architecture and engineering design.
- Council fees and utility connections.
- Walls, landscaping and pools.
- VAT, if the figure excludes it.
Common questions
How much is a 150 m² house?
From about €143k to €375k on public figures, without land. Most of the gap is what each source includes.
Should I add a contingency?
Yes. Costs are rising, and hidden items often appear once the plot is known. Ask for the quote to state what is excluded.
