Home builder on the Silver Coast
The Silver Coast looks open and easy. But close to the sea, coastal rules ban most new building, and each municipality has its own plan, some of them being revised.

Building in the Silver Coast
From Nazaré down through Caldas da Rainha and Óbidos, plots near the coast need checking on the coastal programme map before anything else. A plot a little further inland can be a very different proposition.
Silver Coast is a marketing name, not an official area, so always work with the actual municipality.

What is specific to the Silver Coast
- Coastal strips
- The Alcobaça to Cabo Espichel coastal programme forbids new buildings in the coastal protection strip, with listed exceptions, and limits construction in the complementary strip. Both are drawn on its maps.
- Óbidos
- The council publishes its PDM, its amendments and a map viewer, including an adaptation to the coastal programme.
- Nazaré
- The PDM dates from 1997, with several amendments, and a revision is under way. Ask which rules apply when you file.
- Climate
- The national energy manual gives the Oeste region 1,165 degree-days and a 21.0 °C summer mean at 99 m. It is mild, but insulation still counts.
Common questions
How close to the sea can I build?
There is no single distance. The strips are drawn on the coastal programme maps, so check your exact plot.
Which council do I talk to?
The one for the municipality where the plot sits. Rules differ between neighbours.
