Building a custom home in Portugal

A new house starts long before the first concrete pour. It starts with the plot, what the rules allow there, and how you want to live.

Start with the plot

Land listed for sale is not always land you can build on. Whether you can build, and how much, depends on how the municipal plan (PDM) classifies that plot. Ask the local council before you pay a deposit.

Access, slope and sun then shape a good part of the design and of the price.

What the build covers

  • Foundations and structure, designed for the soil and the project.
  • Roof, walls, insulation and windows.
  • Water, drainage, power and telecoms.
  • Interior finishes, as set out in the quote.

Get in writing what is in and what is out. Utility connections, landscaping, walls and pools are the items most often left unclear.

Permits in 2026

Portugal revised its building permit law with Decree-Law 108/2026, in force since 1 October 2026. There are now three routes, and which one applies depends on the location and on what the local plans set out. The council can tell you which one is yours, so check before you count on a timeline.

VAT

The standard rate is 23%. Decree-Law 97/2026 added a 6% rate for some cases and a partial refund for people building their own permanent home, with limits and conditions. Ask your accountant whether it applies to you.

Common questions

How long does it take to build a house in Portugal?

It depends on the design, the permit and the size of the build. We do not give a timeline before seeing the plot, and any timeline should be in the contract.

Can I use my own architect?

Yes. Bring your architect or a finished design and we will quote on that.
